Question How can i lower CPU Boost Clock on Ryzen (PBO) ?

I have Ryzen 5 5600 ( Base Clock 3.5GHz | Boost Clock 4.4GHz )
The difference between Base Clock and Boost Clock is too great, almost 1Ghz, and I want something in between like 3.7 or 3.9Ghz.
on ASUS mobos there's a "CPU Core Ratio" setting.

can someone explain how can i do that on Asrock ?
I think i should set the CPU Boost Clock Override to Negative?

edit:
I'm not talking about Undervolting, (because it's still maintaining that high frequency ), I wan't what UV does but also lower speed.
Basically Power Limiting

I've enabled ECO mode 45w. it changes the PPT TDC EDC value
it does reduce the power usage (sometimes goes up to 50w)

But the core frequency is fluctuating between cores.
some cores are at 4.4ghz and some at 3.6ghz

First question. Why-oh-why would you want to lower boost limit ? frequency is supposed to fluctuate depending on load, it will not boost above that what is demanded by SW and if it is but you artificially lower it, it would loose performance and probably stutter and make problems.
One of answers is not to use software that loads CPU as much.
Easier than fiddling with BIOS is to set maximum processor state to 99% in Power saving plan in Windows which should limit it to base frequency. Setting smaller percentage would limit it progressively. easier to revert if you need more performance.
Ps. 4.4 GHz boost is only on a single core. for all cores it's closer to 3.7-3.8GHz. possibly 4GHz if temperatures allow it.

i have an a320m motherboard with weak vrm. it can only run APUs with 45 tdp
my previous cpu was a 3200g
set maximum processor state to 99% in Power saving plan in Windows
i have to change some registry JUST to make this setting visible, because windows makes it hidden by default
with Processor State setting Alone it drop down to below base clock, so i have keep it 100 and change this instead

anyway i turned OFF ECO mode + with this powerplan setting i manage to get 4Ghz consistenly with 40w -ish power draw
