Question How can I make games run on my second monitor in borderless mode?

I just got a second display and I've got it set up as the secondary display. I want to play my games on this display. Most modern games have no problem switching to this display, I just put the game in windowed mode, move it to the preferred display and then put it on borderless. But older games like, for example portal 2, even after moving it to the display i want it to play in after i switch it to borderless it goes back on the main display. How can I fix this for this game and possibly others that might have the same issue.
The easy fix would be to make the display i play my games on the primary one but i want to be able to access everything on the other display while playing games. If i switched the displays I would not be able to control for example all the things that are on the taskbar like sound, and minimized apps.

You can choose which taskbar has all the icons on it, it doesn't have to be on the primary monitor. Just unlock the taskbar, and drag the main taskbar to the other monitor, then all the icons will appear on that monitor's taskbar instead.
