My CPU Voltage I think is capped at 1.248V
My CPU Temperature Idle is: 36C
My CPU Temp Under Stress: 58C

The GPU Started working its way up around 69C it got really slow going up but it kept going I was afraid I might damage my GPU if I ran the stress any longer I was already running it for almost 4 minutes.
I think my GPU is capped at 1000mV
 
You have plenty avenues to follow, but the easiest and most straight forward one is to just increase the "multiplier" of the CPU inside the Motherboard CPU configuration, so it reaches a higher turbo speed on its own.

Then, if you want a more complex approach, you'd need to start reading and understanding a bit about how to supply different voltages to the CPU and playing with the multiplier and clocks (RAM, Infinity Fabric and PCI). I believe there's a thread in the Overlocking sub-forum to this effect that explains everything in great detail for you already, so head there.

Thanks, I will definitely try changing the multiplier but is there a limit to how high it will go can I just increase the CPU clock higher (and if so how would I do that) I've watched tons of online videos of overclocking but I still really don't get it I just want to see how far my CPU can go.

Each CPU is different, albeit slightly, but different nonetheless. Also, motherboards are different and power supplies are different. What works for a reviewer, won't work for you necessarily and vice versa.

EDIT: Forgot to mention... The multiplier is the easiest approach, as long as you leave everything else in "auto". The kicker is your CPU will try to OC itself as much as its temperature and power allows it to and you won't have to do anything else. As you say, there's a limit to how high you can take the CPU, but since you're using a 1600, 4Ghz should be achievable. That should be a 40x multiplier.
