I Have a Dell Optiplex 390 Motherboard and i want To OverClock my i5 2500K CPU

1. What is The safest and Red Line To Not Cross is it 4.3Ghz ?
2. Tell me The Steps How To Overclock , if there anyvideo or Picture i Dont Mind

Dell Optiplex 390 Motherboard
i5 2500K 3.3Ghz
16GB ram DDR3
NVIDIA GTX 650 1GB GDDR5
HDD 350GB

With an OEM board like that Dell, you shouldn't be able to OC, no.

Assuming you could, the "red line" would be in terms of voltage, not clock speed.

supports overclocking + Intel Processors i3-i5-i7

Compatible with 2nd/3rd Gen chips? I wouldn't bother spending close to $90.

You're left with used boards too... Personally, I'd be more inclined to find a cheap, used i7 than I would be spending money on a board...
