Ill explain what happened first. I moved and when I got to my destination, I set up my pc. It got stuck on the black screen with cursor and loading circle after the choose operating system screen and before the login screen. Cursor would reset position every 5 seconds or so and disappear if u didn't move it. Pin pointed that to my ssd.( I have my old back up hdd that worked fine, that I used before i got this ssd.) My aunt I moved to live with had a government computer she never used but was sent to her for some promotion deal. anyways I used said govt pc to clone the govt ssd to my ssd and tried booting my pc with my newly cloned ssd but didnt even get to the choose an OS screen. so i fire up the govt pc and check the files on my ssd ( i can see the files so i know the ssd isnt fried) and notice its 86x and not 64x. anyway i can use this 86x govt pc to put a 64x os on my ssd to use on my pc?

thanks ill reformat my ssd and put installation media on it and let you know how that goes.
No...you DON'T put the installation media on it.

You use the MediaCreation tool to build a bootable USB to install to the SSD with.
