How can i put specific program get ignored by firewall? if it is even possible

I can get around link blocks via tor and make middle finger at dorm firewall high as skyscraper but i cant figure out how to make the same with program, it keeps blocking it from updating and bassicaly blocking it from running in that case.

If this is a firewall for the dorm, that means that it is not yours and you do not control it.
As such...we cannot and will not help you getting around the dorm restrictions.
