How can I redirect a folder file path if the folder is not a "Special folder"?

How can I do this if the folder is not a "Special folder" and is a user created "new folder"?
For example

I have "C:/new folder" and want anything that requests that folder address to be redirected to "D:/New folder"

You can do this easily if the folder has "special parameters" folders like; My Documents,My Music etc...

How can I do this to a folder that is user created and does not have the "location" tab within properties.

I have seen this done before through either command line or regedit

I think you're talking about this tutorial but be warned, there is a possibility that your installation may go sideways as Windows 10 is known to become unstable through minor edits in regedit, CMD, powershell thus back up your critical content onto an external storage device.
