How can I remove NetIntelligence from my lap top

Hi all, I'm really hoping someone can help. I'm trying to access my brothers old laptop which hasnt been used since he has been in hospital. I want to use it to aid his rehabilitation for his brain injury.

Anyway, the issue I currently have is that the laptop seems to have a programme called NetIntelligence installed and although I have connected to the internet, I cannot open any web pages. I just get an error that says
'We are sorry. but the page you have tried to visit could not be checked by the web filter'

Now I have looked at a lot of things on how to remove this programme as I don't have a password for the uninstall option.From what I can see I need to download Autoruns in order to go forward on this. But as I cannot open a webpage on that computer, I cannot figure out how to download the programme.

Can anyone help me please, as I am wasting so much time faffing around with this, and I am by no means a technical wizard!

Nobody here is going to help with removing netintelligence, which is a parental monitoring utility. Bypassing security protocols or passwords is expressly forbidden in the Tom's Hardware terms of service and we cannot offer assistance in these matters. Sorry. Closing thread.
