Question how can i return the clock rate

Hi guys i need help with my problem my gpu (Intel HD Graphics 4000) runs at 350 mhz when default clock is 650 mhz can you help me that please
before I played League of legends at 60 fps with vertical sync even at the biggest load now goes to 60 fps but when load drops to 25 fps help me with that please

My specs: Intel core i3 3110M 2.40 Ghz,8GB Ram,Intel HD Graphics 4000

Is that a LAPTOP, or a personal computer/PC ? If using a laptop, kindly list the exact model number and brand of the unit. I presume it's a laptop, since i3 is having an M suffix.
