Question How can I scale the overall UI of everything under the limit of 100?

I've noticed in a lot of tutorial videos that people fit WAY more of their program on the screen. There are a lot of programs I use where the buttons are hidden because of the poor scaling of Windows. I'm using a 24 inch monitor at 1080p, and I realize that resolution plays a part in this. I do know that there's a way to change it though, because I saw somebody who had their display inhumanely tiny. Like, so broken the visibility was horrendous, just so he could fit more stuff on his screen. I asked him, and he briefly mentioned it had something to do with the BIOS. I don't want to make it that small., but I definitely want to change the scaling so that more of my programs fit on the screen. Is there an easy way to do this?

I can't scale it any lower than 100, I'm looking to make it even smaller.
