Depends on the client you are streaming to. If you have a media player as a client, then you can use setup a DLNA server, windows media player can be a DLNA server.

I am looking at using KODI to stream TV to a Samsung 550 series TV ( has no wireless capabilities )with a Microsoft Wireless Display Adapter.
You have to connect both devices on a single network. Either connection can be hard wired or wifi.
Get an inexpensive wifi adapter for the computer and do a direct connect or put an inexpensive router on your wired network and set it up as an access point.
