[SOLVED] how can i switch my starting OS drive to one of my other two?

I have 2 Hard Drives I want to clean out and turn into data storage drives one being a 500g SSD and the other a 650g HDD. Both have operating systems attached and all i want to do is clean out the files. My old PC was too slow to do this before I replaced with my new one. I tried going into the BIOS but its a bit different than my last PC's.

My motherboard is a Asus Maximus Xii Hero (Wi-Fi).

Why are there 2x OS on these?
For my new PC I bought a new HD to install windows. my old HD had windows on it I switched to my new PC but was not able to fully transfer all the data. I also had an older HD and never cleaned it completely.
