Question How can I take a video screenshot of higher resolution than the screen allows ?

I have a 4k video, but the screen is of lower resolution, so the video gets clipped (full frame is not being shown).

Please let me know how I can take a screenshot of the full recorded frames, — from video output, not screen image on a given monitor.

The video is huge, so I can not upload it online that easily.
