On Intel platforms, the only unlocked CPUs are "K" CPUs. i5 6600 is locked, i5 6600K is unlocked. They must be paired with a Z170 chipset to use the unlocked multiplier. There's one exception - the Pentium anniversary edition (G3258) has an unlocked multiplier and can be overclocked on most any motherboard that it fits into.

If you want the most modern core design, you have two choices: i5 6600K, i7 6700K. On the HEDT platform (socket 2011v3) all of the CPUs are unlocked but they start around $400.

AMD FX CPUs on AM3+ should all be unlocked. On AMD socket FM2+, the "K" CPUs are unlocked. E.g. 7850K is unlocked, 7600 is not.

Be aware that in general, AMD CPUs underperform compared with Intel CPUs.
