How can I tell if my pulley is damaged?

My pulleys look like the belt melted on them but the belt is not popped..can that be scraped off or do I need to replace them? 2000 cadillac deville..do I need a new belt or all the pulleys? They are on the top of the motor on the right..not car experienced

No need to change then unless they are fiscally damaged (broken or deformed or if the bearing worn). Just clean them when you change the belt, take out the rubber with a flat head screwdriver.
