How can I test my PC?

I have fully built my PC but I am just waiting for my RAM and SSD.

Could I start up the computer without damaginng it to make sure it works?

You're gonna need your RAM and a store device. IF you already have a HDD, you're just waiting on the RAM.

You need RAM before you can do any sort of testing, a storage device is not necessary. The computer will not even start without RAM, but will start without storage.

NP, the core needed components, and PSU, motherboard, RAM, CPU and heatsink. (A monitor always helps, and a GPU if yours does not have integrated graphics)
