Your 8gb RAM is fine for now.
Your GPU performance is somewhere in between the 1050ti and 1060-3gb.
Your CPU is 4 generations old i5.

Is this your current build? Or an idea you have for one? As in should we make changes, or are you adding to something that already exists? And what is your budget? Plus what are you using the PC for?

For starters, you can keep everything else and upgrade the CPU to 4790k and the GPU to 1070. That will vastly improve your performance from your current state. This is recommended.
Alternatively, you can upgrade the core platform to new gen. Coffeelake or Ryzen along with the 1070. That will give you some more performance enhancement.

You can get a used GTX 960 for about $100 if you look around a bit. As for a processor upgrade I have an i7-4790k in my build and I love it. Will use the same chipset too so you don't need to worry about upgrading your Motherboard. If you have a little extra money after all of that, consider another 2x4GB set of DDR3 RAM clocked at the same speed.

Honestly, looking at everyone's answers, I think the best mix of options is: CPU - i7-4790k ... RAM - Maybe just throw in one 4GB stick to get up to 12 for some newer games recommended specs ... GPU - Your choice based on how much you want to spend for the performance, 1070 high end, 960/970 low end.

Nothing would be bottlenecked at that point, except you might wanna consider a slight RAM upgrade. If I were selling mine I would expect around $200 or so (but that's just me). I don't remember what I payed MSRP but if you get it between $150 and $200 in good condition I'd say that's fair.

Alright i will see if i can get anyone to do it at that price. Ive never bought used parts is their something i need to check to make sure im not being scammed. Also the ram that i have currently is only sold in 8gb packs is it true its not good to mix and match ram.

The question doesn't really mean anything. At your current monitor resolution, your existing video card is holding you back from going max-details on modern games.

Putting in a faster video card than what you have cannot possibly slow down any other existing components.

Would the 4790k be the best option to upgrade to. How long would this last me until I would need to upgrade again

The best option is platform upgrade to newer gen. but that will cost you much more than just CPU. The 4790k is still a great gaming chip. It should last you quite a while, provided you get a video card that compliments it well.

I found this https://www.newegg.com/Product/Product.aspx?Item=N82E16... for $250. Is this a good price and is this what I'm looking for? If it is what do I need to be cautious of when buying used graphics cards.

That shows "out of stock" but yeah, a similar card is what you are looking for.
Ask for original box pack if available and match the model no. Also ask for recordings and results of Unigine and Furmark stress tests. A good stress test result can validate the condition of the card. But these things are a bit tedious to garner from sellers.

I know its out of stock I found one on craigslist but that was the easiest link I could find to the card. Is $250 a lot or is that a good deal.

Where can I find the numbers on what a good stress test number would be for this card

Not that simple. You need to research a bit. Check out some articles about how it is done, and you will get the point.
