How can I use the mklink command to run steam games from HDD to SSD?

I have my SSD as my primary drive (C:) and my HDD as my storage drive (D:) I want to store my steam games and my save data to my HDD but play them without having to store any files on my SSD as there isn't enough space for them

I've heard the mklink command is the best option as it works for valve games aswell so if someone can explain as simply as possible that would be great

No, mklink is NOT the best way for that.
Directly within the Steam client, there is functionality for other drives and folders.
