Question How can I zoom in a video??

I've taken a video that is in vertical shot, with a mobile phone. When it is playback on PC screen,
watching experience is not very good, I'd like to know if I can zoom in particular part of the video and let it playback?
(Windows 10 default player can zoom to fill, but then it only focuses on the lower part of the video while the upper part is not seen, I'd like to watch the upper part instead)
