How can my CPU be running faster than the maximum speed?

hey.in task manager i see my cpu speed is 4,14 ghz but maximum speed is 3,8 ghz.why is that so?and when i play a game or stress test cpu, then it goes only 3,4 not 3,8 ghz.
i have set multiplier to x38 and enabled intel turbo boost.

cpu core i5-3570s (stock cooler)

Socket 1155 boards are long discontinued, you'll have a hard time finding one, and when you do, it'll be for far more than it's worth.
CPU frequency = base frequency (usually 100mhz for Intel) x multiplier. If your CPU is running higher than 3.8ghz, either your base frequeny or multiplier (or both) have been changed.

When you're seeing your CPU drop down to 3.4ghz, that's Intel's normal turbo behavior. In tasks that use fewer cores, the frequency can go higher, allowing more performance within the same maximum power envelope.
 


i havent change base frequency and multiplier, it is 100mhz and multiplier is max ( x38 )

when game uses 4 cores , then its max is 3,4ghz ?
when less then 4 cores, then it can go max 3,8ghz ?
 


can`t overclock that cpu.this is non-k cpu and i dont have that kind of motherboard that allows change base clock.
 

task manager never report the clockspeed right...it's a comon known problem...
