How come my computer wont past the slpash screen?

I own an hp deaktop. It has a virus on it so I wanted to replace the hard drive. I bought a western digital 1.0tb hard drive and when I installed it, it is stuck on the splash screen. I tried going into bios but it wont go through.

If the laptop is old, it may not be compatible with 1TB drive.

Remove the HDD and see if it completes post to the point where it complains about missingboot device.

Did you install an OS on the new drive? Which one?
