I bought a Sony CRX160ERP/12/8/32 a couple of days ago...
On the box it states: minimum req P2-450, I have a P2-266 and there are no problems whatsoever to use the full speed when burning...How come?

As long as your computer can keep up in supplying data, it should be no problem. Sony probably raised the requirements to guarantee it'll work on a computer of that speed.

they use a minum to cover their warranty problems if any arise they suggest the higer speed for optimal use

It's putting them on the safe side -- "disclaming" themselves from constant buffer underruns if you use the drive on a lower-speed drive.

They should consider HDD mainly- I havea 1.2 Ghz w/ 512DDR, and sometimes my HDD can't supply data fast enought o my 12x burner b/c it's a [-peep-] piece of [-peep-]! Can't wait till my HDD dies!

You could burn just fine with a p1-166. It's when you're doing pio mode 4, or surfing the web. Winme is slow as Ughhhh!, so they just make up some numbers, and put them on the box.

its not really about CPU...
its more to do with memory interface and HDD speed. if they cant keep up with the burning process then u get underruns.

they use min cpu as a rough guide to overall system performance.

if it works, chill man, sit back, and enjoy.
but given that you DO have a 266 i wouldnt recommend doing much else while burning
