How could i know if my gpu isn't doing the performance it should do?

Am noticing my gtx 770 isn't performing at it should i can't get 60 fps in the forest which is easy handle game for this powerful gpu,the game need gtx 500 series for ultra i get dips to 40 avg fps is 52 not even 60 with lag in watch dogs same ac4.. even in freaking skyrim i get 52-60 fps... so should i return my gpu and how could i know if isn't performing at it should do?

I doubt your 'lag' is caused by the frame rates you list. More likely frame time related or server/internet issues if online gaming. What CPU is it paired up with?
You could run something like 3DMark Firestrike and compare scores with another system similar to yours.

It looks like you are getting full performance from your card. The i5 is definitely not holding it back. I still wonder if the issue isn't on the server end.
But check and see how much stuff is running when Win starts that you can do without. Disable as much crap running in your tray as possible. How many boxes do you have checked in the System Config/Start Up tab?

Give CCleaner a run and do the Clean and Registry portions both. https://www.piriform.com/ccleaner

Do a FULL malware scan with Malwarebytes: https://www.malwarebytes.org/ Poorly written malware can steal resources and slow down your system.

Update your virus pgm and do a FULL scan with it too. Might as well eliminate all obvious possibilities.

I did the scan with ccleaner and mawbytes they found total 13 viruses 5 of them trojans the other i didn't remember their names also how could i find with what my win is starting i know only u torent skype and nvvidia geforce exp also the fps isn't increased in games like watch dogs and ac4
 
Next, make sure you're running the latest drivers downloaded from the Nvidia website. After that, check around your Nvidia Control Panel settings and see if there are any settings that are turned up too high. Turn off VSync for sure and things like Transparency AA. Look at Power Management, select Single Display Performance Mode in the appropriate place, etc.

I got the latest driver vsync is off Transparency AA?? where can i find it i put it to single display and what to do in power managment?

Threaded Optimization: Auto
CUDA GPUs: All

Try those out, they're pretty much the default configuration for the most part. I also wouldn't be too concerned about Watch Dogs and AC4. Both of those games are known for being buggy and not really delivering the performance one expects. A patch for Watch Dogs is out/coming out. Skyrim is a bit of a concern, though, but that one has so many variables you can edit in the config file, you would need to sort of start over with a fresh install to begin your tweaking.

I used to be that way, but it's just so convenient. Every game I have ever purchased is there just waiting for me to install it and play at any time. They also have great sales. This weekend is their summer sale and I picked up Batman Arkham Origins with all the extra DLCs for $12. They have Far Cry 3 and Tomb Raider for $5 each, and I've seen Bioshock Infinite, Skyrim, etc. for about the same price.

With you, I was wondering because you can easily refresh your game files through Steam, which is very much like doing a complete reinstall of the game.

13 viruses!? Man! Don't you keep your virus software updated and running? Your problem may well be a corrupted system. Poorly written virus/malware code hogging resources. Malwarebytes is for malware protection, not necessarily viruses. What is the pgm you run for virus protection?
