How do courthouses work?

I've tried building courthouses in many cities, but they don't seem to
actually do anyting. I can look at a city screen with a courthouse and, say,
income of 20 coins, of which 10 are corrupted (red), and 20 shields, of
which 5 are corrupted. Then I sell off the courthouse, and nothing changes.
Is this the way it's supposed to work?

I think you have to reset the governor for the change to be noticed in the
display. Cycling to the next city and returning should work as well.

As a rule of thumb, they reduce corruption and waste by 10%. It is possible
for a city to be more than 100% corrupt (1 shield, 1 commerce cities) and
the effect may not be noticable in these. I think there are changes in C3C
so that they always do something.

10 measly percents? That's certainly not much compared to the approximately
50% in Civ I and II. 🙁

My mistake (i was half asleep). 25% is more like it.

There are other corruption fighting techniques also. Police stations later
in the game and the Forbidden Palace once you have 1/2 the optimal city #
for the map size you are playing. The effects of the FP depend on which
expansion pack you are playing, if any.

The corruption effect is more complex in Civ3 than Civ2, thus you
can't use any single value to determine the actual result. On the
civfanatics site (and others) there is much more info on how it works.

In Civ3 PTW/C3C, the Police Station acts as an additional corruption
fighting building, so with the two of them you get you Civ2 value
approximately.

But because corruption can be so high in Civ3, compared to Civ2, you
may not notice much effect on distant cities. C3C changes this --
there are some guaranteed minimum corruption enhancements, so the
thing won't quite be a null effort.

Also, being in a communal government radically changes the value of
these things. Core cities which were low corruption suddenly pick up
some, so the courthouse becomes much more vital.

If you don't have C3C, there isn't much you can do about the
corruption in the "infinitely corrupt" cities, above the effective
limit of the optimum number (for the map size and difficulty level).
Only the proximity of the palace (or forbidden palace) is any help,
but only for so many cites -- those above the limit simply are
difficult to make productive.

Not impossible, though -- the combo of Courthouse, Police Station,
and We Love the King Day can make a difference, and the civil engineer
specialist works regardless of corruption.
