How do I activate (actually use) my second graphics card?

all the solutions I have found on the internet were laptop tutorials and not PC.
my GPU 0 in task manager is Intel(R) HD Graphics 630.
however my GPU 1 is Radeon RX 580 Series.
my GPU 0 is active all the time, however my GPU1 is never active. I tried enabling it through going though all my apps and Enabling the Radeon on them. however when I actually play, it is never on and my intel does all the work! leaving all my games low and comepletely on low 10-20 FPS. instead of the 60 FPS. not metioning that is it on low graphics! please help me ASAP!
i cant do the Nivada or Catalyst thing that ever other source explains as it only exists on laptops!
(P.S: I have learned that it would only be used when the pc considers using it. however so far that tends to be false. my pc is also: https://www.ebay.com/i/112723362599?chn=ps (link for my cyberpower pc)

On a desktop PC, if you don't change the GPU configuration in the BIOS settings, your system will continue to use the Intel HD GPU that's on the central processor.

With monitor connected to the Intel GPU via the motherboard graphics port:

Go in to BIOS Setup and change graphics from "Integrated/On Board" to "PCI Express", then save and exit.

Now shut down, connect monitor to the Radeon card and reboot.

By connect the monitor what do you mean? the card is already in the PC. its just that the PC never activates it at all. ill try anyways. Thanks!
 


ok. mine is connected to my PC through an HDMI cable. so i don't think their is another port.
