How do I change an icon on a file that cannot have an icon changed in properties?

I have a .bat file that I want to change the icon to the game it is linked to but when I go to the usual place to change the icon, there is no option to do so...

Actually I moved the bat file to the folder the game was at and created a shortcut on the desktop that I could then change the icon to... but thanks for your help...
