How do i change clock speed on i5 8400?

So i just recently built a pc with a 1070ti and a i5 8400, and i was wondering how do i change the ghz from 2.8 to 4 as its said you can switch between them, and i want to know how and where do i check to see the ghz speed im running at atm, thank you
 
It dynamically switches. You don't have to do anything. It will go from 2.8ghz doing very little, up to 4ghz on turbo on 1 core. 3.9 on 2 cores, 3.9 on 4 cores, and 3.8 on all 6 cores, providing the thermal solution (cooler) is adequate and can keep temps with range for the turbo's to take effect.
 
The computer will automatically use the "boost" clocks when you are performing a task that uses enough of the CPU, you don't have to do anything. If you meant that you wanted to overclock it, the only way to do that with a non k processor is to raise the block frequency in the BIOS.

You could also look in your motherboard's manual for a TDP or TURBO switch that will run the processor at the maximum all the time, but this is usually only for troubleshooting or benchmarking, not recommended.
 
You don't.

The CPU will auto-adjust itself based on load. If the programs running demand more speed, the CPU will speed up.

CPU-Z has a tool that allows you to see the speed realtime, but it's in a window, so that has to be visible (ie: you won't see it if whatever you're running that puts extra load is full-screen).

There are other tools as well, but I'm not personally familiar with them/haven't used them.
 
You wont be able to "overclock" or change the clock speed of your i5 8400 as it is the non K varient. The non K varient is not unlocked for changing the clock speed even if you use the z370 chipset.
If you want to manually change the clock speed buy the i5 8400k or any other CPU with k on the end.
Ryzen is all unlocked so dont worry
