how do I change language from japanese to english

I bought an HP Spectre in Japan and would like to change it completely to English.
Can't read any of the functions for country selection "English United States"

You need to download whole English language pack but may be easiest to do a clean install of W10.

How can I do a clean install on the Spectre, no USD or CD ports, and does not see mu USB disks via the USB C Lightening ports, what do you suggest?
