How do I change the initial sign in screen picture?

My lock screen is set to Windows Spotlight, but the initial sign in screen won't change (it's still on the picture I had before) and I can't find a setting for it

EDIT: It doesn't seem to follow the lock screen settings, but just uses whatever picture you chose last. I changed the picture and then set it back to Windows Spotlight and the most recent picture I picked (before selecting Windows Spotlight again) showed at the initial sign in screen

I have the show lock screen picture on sign in screen ticked. It doesn't obey. I will try and re-tick it

EDIT: Still not showing Windows Spotlight on sign in
