Question How do I change the memory frequency ETC, in bios

I have a gigabyte 970 sli gaming motherboard with 16gb of ram 4x8. But in windows and in my bios it says I’m running 1334mhz memory frequency and won’t let me change the auto setting or adjust the frequency

Try changing memory multiplier but if you really have 1333MHz RAM it would be overclocking and probably wouldn't work, even at 1600MHz you would see no real time improvement
