So I pulled off this Asrock G41 board from a junkpile that actually works with literally rust on usb ports. The board looks very dirty that it is clearly visible. I just want to make it look better but with the board still working, And maybe try to remove rust from the usb port.(is that even possible?)
I actually revived it after literally brushing it with a toothbrush and dish washing liquid. (and also water...) Then leaving it in the sun for a while.

Here's the board (Sorry for the horrible quality. This camera sucks)

Also, how do I completely clean a CPU IHS? Since the board also comes with a Pentium 4 while it is useless I just want to clean it just for looks.

If that's what it looks like after cleaning then that's the best you can do. You could use Coca Cola to deal with the rust but I doubt it'll be good for the SUB ports.

Are you referring to the CPU's socket? if so, then don't touch it all all.

hmmm..there is a bit of an issue, if you plan to use chemicals to clean the mainboard.
Even using the infamous cola method. Any already oxidized could be washed/broken too.
I would try to really clean the USB parts but try to leave the rest alone.
Use cola method for the USB port part.

or

if you really want it really clean with the risk of damaging it, I would try the cola zero method on all dirty parts on the mainboard.

About the cola method.
Cola Zero! or you might leave sugar residue on the mobo. It is quite sticky and not that easy to clean.
You can also try to mix baking soda with water instead of cola.
Do not fully merge the board in the soda, just take a bit and use brush on the dirty parts.
