How do I clean this CPU fan/cooling system?

Hi all,

I am very noobish to cleaning my PC and mine was bought from Cyberpower so I didn't put it together. Anyway I noticed my CPU temp reaching around 85 deg C under load and around 40C idle so I thought that my CPU needed cleaning. I haven't cleaned it in since I bought it other than regular dusting inside the case.

Can anyone tell me how to clean the cooling system? Its not an ordinary CPU fan and I don't want to break something. See pics below:

The part you took a picture of is the waterblock, there's nothing to clean there. The tubes going from it lead to a radiator. If that gets dust in it, it can slightly hinder cooling, but I doubt it's affecting it much.

What CPU? What type of load?
 


I always use my vaccum cleaning just make sure the pc is off but plugged into the wall so its earthed
 
With those temps, the pump may have gone out or the CPU block is clogged. The inside part of the radiator didn't look THAT bad... Definitely could use a can of air or 100 psi air compressor(make sure you don't let the fans spin)
