How do I cool this NORTHBRIDGE!?

Any ideas how to cool the stock asus heatsink/heatpipe on the Northbridge (circled in the picture). This thing is burning hot to the touch on stock voltage. Mobo is Asus P5N32-E SLI and CPU cooler is Thermalright HR-01 with fanduct.

There is only about 3/4" of clearance above northbridge as the cpu cooler gets in the way.

I was thinking some sort of 40mm spot fan? Not sure which brands are quiet, and where/how to mount it?

Well, correct me if I am wrong but, it looks as if (from the wiring position of that fan in that CPU duct setup) that it draws the air from within the case outward. In typical aircooling setups, the fan from the CPU cooler has some influence on the enviroment (and air movement) around the northbridge. How is the fan setup around the rest of your case? Where are the intake and outtake fans positioned? Having air blow on that heatsink wouldn't do much good if you don't have good airflow and the enviroment around it results in "dead air".

I have a TEC waterblock set up on my CPU. Because of this, any influence to my northbridge that a fan on any heatsink that would reside on my CPU is now nil. I compensate that by having good airflow as I use a heatsink on my northbridge similar to the one you have. Do you have any sort of fan blowing on that heatsink from the sidepanel?
 
There is an intake fan on the front of the case (you can see if end-on, on the right side of the picture). The only exhaust is thru the CPU cooler heatsink, fanduct, then out the back.

There is good front to back airflow, but right along the mobo and by the NB air is stagnant. I am not sure where to mount a fan. Maybe a 40mm sitting ON the NB, pointing up and away from the mobo? That way the hot air would get sucked into the CPU heatsink and out the back?

The orange fanduct came with the HR-01, a semi-passive CPU cooling solution. It reduces system noise by utilizing the case/exhaust fan to cool the CPU hs. See thermalright.com / Intel/ HR-01
 
I'd take the fanduct off so that the whole case could benefit from the exhaust fan much better than just simply relying what little air movement is allowed via the heatsink/duct. You could then even consider mounting fans on the heatsink for both the cpu and the nb in some fashion
