how do i create a steady voltage?

so,in BIOS there are 3 settings,power saving,normal and optimal...i noticed this changes the voltage settings to the chip as i see the ghz change from 4ghz,4.4 and 4.6 respectively,but the voltage on optimal constantly changes from 1.217 to 1.246 to 1.276,thus the ghz is goin from 4.4 to 4.5 to 4.6...how do i keep it steady at 1.276? build below:

corsair h 80i cooler
nvidia 660 ti gpu
corsair cx750m psu
kingston fury hyper x -2x 8 gigs 1600 mhz

The GHz the CPU's is running at determines the voltage, not the other way around. When the CPU is running at a lower clock speed, the circuitry can perform without errors at a lower voltage. So Intel/AMD automatically scales down the voltage to reduce power consumption and heat generation.

If your CPU's speed is fluctuating, either the task it is doing is not a constant load, or its hitting its thermal limits and self-throttling. More likely, "power saving"...

ahhh,ok,thank you solandri,that makes sense and clears things up a bit...so the only way to have a steady GHZ is to just overclock it in bios? im a novice with it,was just wondering cause i see people say they have steady overclocks..i myself did an overclock with the intel tuning utility and it set me at 4.7 ghz,but it was conflicting with corsair link as to running the fans,i unistalled corsair link,and found it diffucult to control the fans in the intel utility
