Should be in frequency/voltage control -> Advanced cpu core features -> Cpu multi threading.

As above, why?
When i go into frequency/voltage control only 2 things come up "Enable Clock To All dimm/pci" and "spread spectrum" and all i can do is enable and disable them

also I want to disable it because it should hopefully get me a bit better fps on Insurgency and csgo

Maybe if you had a CPU like an 8 core I9, but your CPU is only a dual core.

Disabling hyperthreading is only going to lower framerate and smoothness. In all reality, your CPU is a decade old CPU that was low end when it launched.
You need a CPU upgrade to get better performance.

As said, probably wont make any difference. But, CSGO being a two thread game and apparently it can run better without HT, only way to know for sure is to try i guess. Need to know your motherboard so i can try have a look through the manual for bios settings. Run Cpuz and post screen shot of motherboard tab if you don't know what the motherboard is.
