Generally, it is made extremely hard to go around, for a reason.
Allowing it would mean that 3rd party app sites could steal/resell made apps.
Said 3rd party app sites could also add their own "toys" to said apps, you do NOT want that.

You can download and install apps while still signing into the computer with local account (not microsoft account) as long as you remember to always choose "sign in for this app only" when installing/using said apps. (this still needs you to have microsoft account to sign into the app with)

99.99% of what is in windows store, can be also found as plain desktop version for either cheaper or at same price allowing you to avoid your account problem.
