Question How do i enable higher speed clock on my i5 9400f knowing i have a H310M mobi Msi mobo ?

I just built my first computer in fact i havent even installed an Os yet. Just overclocked rams to 2666mhz. Now thinking about boosting up clock speed on other cores to match the main core on turbo. However i dont want my cpu to run 100% all time. Just max the 5 cores max clock and leaving the minimum unchanged ? Possible ?
 
As rgd1101 has said it is automatic but set it to optimised defaults and it should reach it's max speed. Not sure about the settings in your BIOS as I cannot find an overview or your BIOS but if you can go into the 'Advanced Mode' and see if there is a all core boost/max turbo, then check it. Leave Windows power management in Balanced Mode and that will make sure the CPU drops down when it is not doing anything and ramps to max when it is...
