When it starts to boot, hit Ctl + F11, that will start the factory restore and wipe the drive to defaults. Keep in mind anything on the hard drive will be wiped and replaced with a factory clean setup of Windows.

How exactly is it not booting? If it's a hard-drive issue the factory restore may not work.

There is no such thing as "factory reset". If your bios settings are bad, just remove the keyboard and unplug bios batteries for about 1h.
