How do I find out the manufactured or release date of a motherboard

An anyone tell me which board would the newer board both are Gigabyte and LGA 1150's.

For Gigabyte:
The first four digits of serial number after "SN" determine the year and week of manufacturing date.

example: SN1208********
12th week of 2008

Mines is SN1631xxxxx, so it would seem backwards ... SNyywwxxxxx. In my case 31st week of 2016?

That's the date of the mobo manufacturing for that mobo, not the model. For model check the date of the initial BIOS and it's generally within a month or so of the model release date
