I recently lost my phone. I used Find my Android Device website that google offers to try to find it at https://myaccount.google.com/find-your-phone The information that I received, was helpful, but, with the location turned off, all I could see, was that my phone was on, the phone was logged into a wifi router at somebody's house and I could see the name of the wifi router even. Although this information was useful, I was not easily able to locate my phone, cause, somebody I knew found it and brought it home with them and it was logged into their open wife router. I tried to shriek they phone, but, they thought they did something to it, so they just stopped the shriek. I then locked the phone and entered a phone number for them to call me. It worked out, however, what if that person wasn't somebody that I knew and weren't quite so honest. How can I find the physical location of my phone purely through the network, not relying on the location to be turned on. Any help would be appreciated.

Solution
"How can I find the physical location of my phone purely through the network, not relying on the location to be turned on. "

Mostly, you can't.
VPN, connected to someone else's router, large apt building.

If you were able to discover the IP address the phone has right now, you can't ask that ISP for the location. Police, maybe (with a warrant), but you cannot.

Or in an apartment building, you can't pin it down to "3rd floor, Apt 307, back bedroom".
And even if you could...are you going to physically go and confront someone who is "notquite so honest " ? I hope not.
find the WAN IP of the router they were logged into and try to trace back via your ISP
