How do I fix a computer that won't load the windows logo?

I have a windows 7 hp and I start it up the laptop it won't get past the window logo. it might be the hard drive cause the hard drive is messed up. I want it fixed but I do not want spend money getting it fixed cause it's like 300 at best buy. it's probably the hard drive but I can't get into safe mode or I don't know how so yeah.

Do you have the Windows disc or have you created a set of repair discs? If you have either then you could try going into the BIOS and change the boot order (setting the CD/DVD drive first in boot priority), inserting the disc and attempt to do a startup repair.
