[SOLVED] How do I fix "boot loop" on my Windows 7 PC?

I recently installed a new HDD and installed Windows 7 with no problem. A few days later I decided to replace a case fan that was getting noisy. When I finished and turned on the power my PC went into a "boot loop" and just keeps turning on for @ 1 second then clicks off. It just keeps repeating that scenario. It doesn't power up long enough to do anything. What can I do about this "boot loop"? I can't get into BIOS or startup repair from installation disc because it only powers up for 1 second at the most. Thanks in advance for any advise...........
 
Solution
Turn it off and unplug the PSU from the power.

Reset the BIOS by using the jumper on the MB or remove the battery for a few mins.

Then plug the PSU back in and see if it boots.

You are the man! I DID follow the step-by-step guide you guys provided, as well as proximon's "how to ask for help" suggestions but completely overlooked pulling the battery! Thank you sir, I had almost no hair on my head left to pull out! You made my weekend!
