How do I fix CPU Bottlenecking GPU?

Specs -
GPU - EVGA Geforce gtx 750ti FTW SC
CPU - Intel i5 4590
PSU - Thermaltake 450W
MoBo - ASRock H97M Anniversary Edition
RAM - 2 Sticks of Corsair Vengeance (4 GB) + 2 Sticks of PNY (16GB)

The Problem - So I play Counter Strike: Global Offensive and I used to be able to play at 100+ fps now i get 30-80 fps sometimes it dips to 20. I looked at my CPU/GPU usage and my CPU usage is between 70-100% when I play and my GPU usage is usually between 10-20%. I am guessing this is because the CPU is bottlenecking the GPU because when I turn the settings down there is no change in fps. I looked through some threads and found this guy who said to download Core Parking Manager and I have yet to use it. I have had this issue for about a month now and when it started I had a Intel Pentium processor so I bought the i5 and that kinda sped up my computer but not my games. Any help is needed and would be appreciated!
 
CS can run on a toaster so you there is no way 4590 can bottleneck it
something is running on background slows down your pc could be antivirus ordriver problem maybe some sort of mining virus
 
That CPU wont even bottleneck a 970, so it's not the CPU that is the issue here.

Make sure all drivers and firmware has been upgraded. Also check for other background programs that might eat CPU during gaming.

If I read this correctly you replaced the Pentium with an i5-4590 then had problems?

My guess would be an issue with the BIOS setup somehow. My advice is:

1) Update BIOS for motherboard if newer exists
or
2) Reset default for BIOS
then
3) Confirm all four cores are running at the correct frequency (can use CPU-Z, Prime95, and look at Task Manager with it selected to show all FOUR threads. You should see near 100% usage on all four graphs and CPU-Z and TM should report roughy 3.6GHz usage)

I have tried many anti virus solutions and all of them have come up with no threats detected, this problem started one day when my younger relatives were coming over and I wasnt going to be there so after I shut down my computer I pressed the power switch on the PSU. When I came back the next day I had a dramatically slower computer all around, and even with the new processor it is still a bit slower than before but its still dramatically slower in games. As I said I used to get 100+ fps now 20-80 fps. If it isnt bottlenecking than what else could it be, PSU? RAM? Also I am an amateur when it comes to the BIOS so if there is a solution involving that then I might need specific instructions.
 
I have updated drivers for only the GPU, if there is a way to update drivers for mobo or cpu I dont know how. Also the only thing I could find that is eating cpu is on the processes tab in task manager, if I press Show processes for all users there is a System Idle Process that I dont know what it is but it is usually eating 70-95 of the cpu.

 
No I had problems with the Pentium, so I thought it was the CPU cause it was 100% most of the time so I bought the i5 but the problem is still happening but on a smaller scale. Like I couldnt open chrome with the pentium without major lag but now i can watch youtube and open and close programs no problem but with games it still is the same. Could it be my PSU?

I am thinking it may be time to do a backup (preferably a clone to another HD) and try a fresh install of Windows. From there, get your drivers installed and then try running the game.
