Question How do I fix low performance on a GTX 1070 and i7-4790?

I have been having an extremely annoying issue. I love to play PVZ GW2 and I get a max fps on 130. A guy who has a GTX 1060ti gets 200fps. I used to get a max of 160fps which I am still very confused about, these are on the lowest settings. Any help?

what temps are your components reaching while in heavy use?
do you have bs in the background hogging system resources?
are you using a PSU that is strong enough and reliable?
what speed drive are you running the game from?
what are your other system specs?

The minimum requirements are:

• CPU: Intel i5 650, AMD Phenom X4 9850
• CPU SPEED: Info
• RAM: 4 GB
• OS: Windows 7 64-bit, Windows 8.1 64-bit, Windows 10 64-bit
• VIDEO CARD: NVIDIA GeForce GT 640, AMD Radeon HD 7730
• PIXEL SHADER: 5.0
• VERTEX SHADER: 5.0
• DEDICATED VIDEO RAM: 1024 MB

The temps are around 60 on GPU, and 50 on CPU. No BS in the background. My drive is 7200RPM. I have 16GB DDR3 RAM
