Question how do i fix this white pixelating ?

i changed some stuff in my nvidia control panel and this problem appeared i ahd a backup of before i made the changes. So i tried to switch it back but it didn't help it
can anyone help ?
It's fine when playing or looking at video's though which is weird to me maybe it'll make sens to some of you ?

Seems you've managed to activate some filter. Find that setting and unset it, problem solved.
