Question How do I fix?

So basically I figured out that my CPU speed drops from 3,1 ghz to 1,4 ghz when my temp goes from 60°C to 51-54°C how can I fix this problem because the fps in games drops from 120 to 60

It's not thermal throttling at those temps, that's for sure..

List your hardware please, including the model of the PSU.

What the rest of the system doing at the same time? What’s your cpu and gpu usage % when this happens? What is the gpu temperature? This might be symptom and not the cause, if the system is throttling elsewhere the cpu might be lowering because it has no work to do.

GPU Usage: 1 % by the way it does that at idle

You didn't mention the CPU or if you were using integrated graphic or a video card?
throttling could be the issue if your processor was a FX series AMD processor.
Are you using the stock cooler?

I have FX 8300 CPU and GTX 1050 GPU and yes, I use the stock cooler
