How do I FORCE gpu usage to %100?

My usage is jumping up and down while playing games how can I just make it stick at 100?

You can't, it depends on the game. The game uses the gpu as it goes, sometimes it will need 100% of gpu power, sometimes it will need less.

It's supposed to. The GPU won't run at 100% all the time as it doesn't always need to. The frequency of the core will usually stay the same.
You can adjust the power limit in MSI afterburner or another OC utility, then you would see it go up and above 110%.

My problem is it is very very unstable. like %90 + then drops to 30-40% taking my frames with it. This happens mid fight and is really making the game unplayable.

What CPU and GPU are you using? And what game is it?

amd fx 8350 and gtx 970. Both my cpu and gpu throttle down for some reason. Its so damn annoying! Benchmarks run superb but gameplay is awful! World of Warcraft is the game.

Any idea on the temps of the 8350? I am suspecting a CPU bottleneck here.

51c maximum. And its weird because the first day I installed the parts everything worked amazing! Then the next day its as if someone came in my room and bashed my pc vigorously with a baseball bat.

WoW is very cpu dependant, especially when playing in multiplayers/raids. Is the cpu overclocked? Are its temperatures good? With a decent overclock some get good fps with even a R9 270: https://www.youtube.com/watch?v=j-dcTn-3g5I

With the new WoD it is more GPU intense now.
