It's supposed to. The GPU won't run at 100% all the time as it doesn't always need to. The frequency of the core will usually stay the same.
You can adjust the power limit in MSI afterburner or another OC utility, then you would see it go up and above 110%.
My problem is it is very very unstable. like %90 + then drops to 30-40% taking my frames with it. This happens mid fight and is really making the game unplayable.
amd fx 8350 and gtx 970. Both my cpu and gpu throttle down for some reason. Its so damn annoying! Benchmarks run superb but gameplay is awful! World of Warcraft is the game.
51c maximum. And its weird because the first day I installed the parts everything worked amazing! Then the next day its as if someone came in my room and bashed my pc vigorously with a baseball bat.
