GPU - GTX 1080
I believe it is an hdmi 2.0 cable because we got it fairly recently.
TV- Samsung MU6300 Its actually Samsung NU6950.

It only lets me put the refresh rate at 30 fps, but I know the tv can do 60 fps. Can anyone help me figure out what's causing this? Thank you.

You have to use either hdmi 2.0 or display port to get 4K 60 fps output, otherwise it's your TV or monitor that's limiting the output of your GPU.
I believe I am using hdmi 2.0 but ill try another hdmi cord, thanks for your help!
Edit: Im the biggest dummy that has ever dummied before, Its not the mu6300, its the nu6950 from Samsung. Sorry about that lol.
