How do I get chrome to work on windows 8.1

After I downloaded Windows 8.1 (at the urging of my Dell computer.. a pop up kept reminding me it was ready to download) I am not able to use Chrome. Can someone help. I do not like IE.

Uninstall and reinstall Chrome.

I tried to do that but I keep getting a message that the program needs to finish uninstalling, but nothing is happening.

Firefox would be better if you dont like IE.
