it says that DirectX has detected a newer version already installed so no installation is necessary

I have the same problem. What do you mean by installing DirectX, because i installed it and it still doesn't work.

Just solved this issue on Windows 10 today. Under the Video settings menu, use the OpenGL driver instead of DirectX and you should be good to go.
